At a loss as what to do. Repair not been sent back.

I bought my son a Titan 2 Hipstreet for Christmas from Carphone Warehouse, 3 1/2 weeks ago it went faulty, Carphone warehouse refused to help and told me to ring the Manufacturer. So I rang Hipstreet and after a real hassle sending attachments etc to prove I had warranty, they agreed to have it back for repair.
I sent it in recorded delivery and they got it the next day, a signature online showed it had been signed for.

I was told on the phone the repair would take no more than two weeks and it's been over 3 and I haven't had my tablet back. I have sent several emails to them and they have not responded to any of them. I have also tried to call them and it says their offices are shut, even though it's midday in the week when I have called them.

Is there anything I can do?

Your contract is with the retailer, not the manufacturer, so Carphone Warehouse were wrong to refuse to help. I'd go back to CW, with all your paperwork and speak to a manager. Quote the Sale of Goods Act:

If the device has been sent to the manufacturer I think it's too late for that.

I had a similar problem with a Palm Treo phone some years ago. I just kept writing and calling both the U.S. and UK offices until they got it sorted.

I'm not sure, if he sent it under the direction of CPW then they should still be liable, I'd have a chat to Citizens Advise if I was him.
