As a grandma to a child with special needs you should know how wide the autistic spectrum is and how many other disabilities / ilnesses might also be present and compound the problem.
It is likely that due to his severity he has to go to a very specialist school and its likely that even other autisic children in his local area might not get funding to it because they might not have the complexity of multiple disabilities or health needs all in one go. Maybe the local school is MLD and the kids that go on the mini bus are all within 30 mins and they are high functioning and can deal with the mini bus? Maybe the local school can't also deal with a child who is blind etc So how will the mini bus work for a specialist school so far? If its just him in that area, are they mean to go pick up people 30 mins away, 60 mins away and just make his drive even further than the already 90 mins?
I hope you get the best for your grandson, it must be very tough. Take care
