An update to this story, via Prolific North, that I think you'll be interested in: YourTV holds the licence, but That's TV will control the channel. A launch deadline extension until June 2015 has been granted.
Wow..... Just, wow. Of all the operators to take this over. They can't even get their existing channels on the air.

Plus they'll have taken over all the programming commitments, which were totally unachievable and, IMO the reason they never made it to air.

Made in Bristol appear to be made of money. Launched last autumn and it's on its third news set and second set of titles (at least the second set look and sound newsy. I have to say the content is not bad once you look past the slightly amateur presentation.

I feel cities like Bristol are about the right size for a local TV channel as all areas get a fair representation. My brother who lives in London says London Live covers a too big an area to be relevant.

Aberdeen, Ayr and Dundee licences confirmed today as awarded to STV. No award made in respect of Inverness despite one application having been received for that area.

Interestingly That's Carlisle is also included on the updated site even though Ofcom has yet to announce any formal licence award.

Stoke on Trent meanwhile is another non-award (lack of credible business model on the part of Bay TV)

In other news still no decision announced with regard to the Carlisle licence, nor any formal licence grant or new launch date for the Lancashire (Preston & Blackpool) licence. That's TV is the only company that bid for Carlisle and it would also be the effective licensee for Lancashire having taken over from YourTV.

Given its apparently abject efforts to date with its Solent and Oxford franchises perhaps Ofcom is waiting to see how it performs with the Manchester licence due to start broadcasting on 31 May before granting it any further licences?

They've probably told That's that they won't be getting the Carlisle licence unless they prove they can launch on time. After Oxford was massively delayed they'll be wanting assurances that it will launch.

It also gives them some time to sort out the ITA or expressions of interest consultation for the next lot of licences, which Ofcom tend to announce at the same time as the last award.

Just three days to go before That's Manchester must launch according to its licence terms. Anyone in the Manchester area able to confirm what's visible on Freeview channel 8 at the moment. Any reports/features in local media etc as to the station's impending launch?

Assuming it does get off the ground by the due date (and That's TV's record to date in that respect in Solent and Oxford isn't great) what chance the schedule will come remotely close to that which won YourTV the franchise in the first place.

I understand That's Manchester has been given another extension, which again has been withheld from the public domain, allowing the channel to soft-launch during the summer (presumably to keep hold of the licence) before launching fully later this year.

Looks like Notts TV will be extending their hours again shortly (assuming you don't count Teleshopping or "Peregrine Falcons Live" as an extension to broadcast hours).

Just after 10:30am LCN 8 appeared on the L_MAN mux. It has a video placeholder- "that'smanchester coming soon". Audio is silent. Gives website as http://www.thatsmanchester.co.uk/

That’s Manchester is set to have a soft launch before the end of June – the deadline given to it by Ofcom** – with an official launch over the summer. That’s Lancashire will follow soon after, and That’s Carlisle is also listed on its website.

I'm not sure a 'soft launch' is allowed. I thought they had to hit the ground running... and with 18 hours of live material a day, that's a lot of work.

That's Manchester just launched! 9pm up and running with a news bulletin! Currently covering the FC United v Benfica game.
Wow, what a launch.... Seriously, talk about appointment not to view. Where's the 18 hours of new/live content every day that their licence stipulates?

The current local TV coverage map on the Ofcom website shows the Manchester local TV multiplex broadcasting from the Saddleworth transmitter, in addition to Winter Hill. Earlier versions of the coverage map only show Winter Hill.

I have a note that Saddleworth was intended to be used for the Manchester service in addition to Winter Hill. After the initial mention I never saw anything else about it. I suspect that map is an old one, rather than an update.

Most of the adverts look like they've been downloaded off YouTube. The jarring jump cuts in the news programme intro combined with the woeful attention to audio levels made me turn off.

Almost total lack of information regarding what's on and when (including the lack of EPG) is really bad. But then again, it appears indicative of the way That's run their stations.... utterly p*ss poor.

There was a similar proposal to build a relay at Grenoside north of Sheffield for that city's local TV service (basically in line with Emley, so that folk using Emley would be able to receive the local mux from there) Nothing came of that either ?

Ofcom were fine with that but could only guarantee frequency availability until 2018, so SLTV/Comux decided not to proceed.
