Perez is probably more used to the American big brother, where contestants can openly discuss nomination and there's a lot more strategy and manipulation involved and a lot less 'can't we all get along' and 'my experience' nonsense. So maybe that's why he's the best housemate BB has seen by some margin.
A lot of the fickle British public can indeed screw themselves for continually ruining this show by voting out the feistiest people first, naive to the fact that a good housemate isn't necessarily a likeable one. Perez knows that - he cares only about putting on a good show and he's doing so even at the expense of likeability.
