Yeah, Hopkins should have removed herself from his personal space after Perez first attempted to lick her face when she got too close. I'm not going to defend Perez chasing her round the garden because I suppose he should have left her alone if she didn't want to be physically touched by him. She shouldn't have gotten as close to him a second time if she knew that he'd try and lick her though.
