Broad band getting slower

We live in a rural area and have BT broad band which is not a fast connection. Our speeds up untill last July averaged 2.8Mbps download and 0.35 upload. We had an email in August saying some line and equipment improvements had taken place and yes! Our speed went up 3.6 Mbps download average and 0.75 upload. This was brilliant we could now watch on demand tv and rent films to watch even at peak times on bt vision. It stayed like this for 5 month annd then at the end of December our speed dropped to 2.6Mbps download and 0.35 upload. Now no longer able to watch on demand TV or rent films at peak times in evenings.
What could cause such a big drop of in speed? I have been on to bt they say the speed is within our initial quoted speed of 1-3 Mbps ad suggested I tried various things like re setting hub , which I have done. They said they had done some adjustment at there end but we still have no speed improvement.
Someone in our village said that they had installed fibre to our local exchangewhich is about 1.5 miles away. We have heard nothing and the bt guy did not mention it. Would this lower our speed.
5 months with the higher speed of 3.5 Mbps I was very happy with now we can't use BT vision any suggestions ?

It could be a number of things...
Have you tried connecting your router into the test socket on the master telephone socket using a plug-in filter ?

If this improves the speed you may have a problem with your telephone extension wiring.
( assuming you have wired extensions of course ) as the test socket bypasses it.

Been on to BT again and it seems as though they think it is acceptable to loose 1/3 of your internet speed as long as it is within your initial quoted limits.
Not very happy with at the moment with the slower speed. Might have to get my old vidio tape machine out soon.
