Yep, of course you're correct here about the whole thing being a plan. All he needed was for the footage to be captured in some way... the billboard "dude's" tumble off the scaffold was always going to be part of the plan (right back to when he was copying the other lawyer's clothes/hair - Jimmy was already thinking that far ahead, he'd scoped the whole thing out), and the stunt was perfectly safe because of the harness. Avid local tabloid press fans en masse aren't going to ask questions about the safety of a harness when they read an exciting story about a hero lawyer doing an heroic rescue in their neighbourhood, Although it was a bit less safe for Jimmy himself, climbing that ladder, which took balls. But ultimately worth it, for the payoff. One grand, planned scheme! Hence opening the episode with the clever Rolex scam. An introduction to just how clever Jimmy is.
It didn't matter who shot the footage (which Jimmy realised when he saw the University top), the resulting drama would automatically spread the word, even in these pre-youtube days in which the show is set.
Jimmy is always a step ahead of the game... that's the message at this point in the series.
Side note - anyone else notice how the students ended up with an annoyingly badly-composed shot of Jimmy against that billboard!? Such a contrast to the brilliant cinematography I have come to expect from the series. I thought that was such a nuanced, subtle, brilliant touch. To me, Gilligan's verging on the genius here already. And it's early days!
