Unlocking iphone 4

I've got an unlock code from my provider orange and it says update to the latest software
I am on IOS 7.1.2 does thus mean I have to go to IOS 8
The rest if it looks pretty straightforward
For interest orange did it for £20.40 phone shops and ebay wanted £80 odd pounds

No, the iPhone 4 doesn't support iOS 8 anyway. The instructions probably mean to update to the latest version of iOS which your device supports, which you seem to already be on.

I'm on 3 and I've had a couple of old iPhones unlocked from them (which incidentally they now do free of charge) and there's no unlock code as such, they simply notify Apple's activation servers that the particular IMEI number is no longer to be locked to their network. I backup the phone, wipe it and then run through the initial setup routines and reactivate the phone - it comes back on as unlocked and I can put any SIM in it.

As far as I know, the only way to reliably unlock an iPhone is via the carrier's official way of doing it since only they, should be able to get the IMEI number released. I know there are all sorts of third party companies advertising that they can do it (for exorbitant amounts of money as well), but I'd be a bit dubious. The original carrier would be my first port of call.

I want to take this phone to 3 to use in France
I know it's out if date but it does what I want and is like it

You dont need to update anything, just swap the sim card over and the phone will do everything (need to be on wifi or have data on the new sim), no need to connect to itunes either
