40% Strength / 100% Quality:
100% Quality indicates (educated guess here as not on site with a meter) >28dB signal to noise ratio.
40% Strength is possibly borderline 35~40dB signal power which at the very bottom end of Freeview's recommended signal range. At that level the tuner will be susceptible to any impulse noise picked up by the aerial and cabling. Impulse noise comes from poorly suppressed motors and the like.
Increasing the signal power so the TV reads strength of around 60% might mean trading off some signal quality down to 80%, but that's still plenty. You'll make the system more immune and better able to reject external noise.
