The Billy/Lucy portions of the episode were bizarre and really didn't paint Billy in a good light.

I don't think he was suggesting that he thought she liked him in a sexual way, just liked him generally.
She has/had become such a queen bee, she either misread what he meant or got what he meant and said no to mean that she doesn't like him as a person even and won't do him a favour in not grassing him up to Ian. |

I actually think Billy could become interesting again if they followed this up. Billy hasn't exactly been around much, I think this creepy thing could be a good angle. Finally give Perry Fenwick something to work with.
