Is it possible to record and watch TV on surface pro 2 only like freeview channels or like the 5 main channels like BBC-channel 5? I know U can get like bbc1 live on bbciplayer etc but can't record TV like a sky+ or something.

Yes, but you would need to add a TV tuner, and connect it to an aerial or satellite dish.

You would be better just using catch-up services. There are quite a few Windows 8 app that allow you to do this.
