You do sound like you are sticking up for these ridiculous rules that allow no private radio stations at all. I hope you're not. There should at least be some sort of realistic option to get a licence instead of a blanket no, and the UK's poor system of only giving a licence when they the authorities decide to give one, it should favour initiative and creativity instead.
What's so heinous about creating a radio station that he deserved that sort of treatment, it's utterly disgusting. It's an activity that should be seen as innocuous enough for all to enjoy partaking in, and we could listen to many diverse hobby run stations coming out of out of our villages, towns and cities. Commercial radio has proven itself to be boring time and time again, and community radio is a positive step forward but is rather limited given the difficult in accessing it and licencing it in the first place.
The OP could buy this for a nice bit of kit, I had a variant of it that was nowhere near this well featured. Using a 192KHZ sound card on a computer I could also generate RDS and Radiotext, but it's not built in to the product -
