Addiitional data SIM on same plan?

So I have a sim only (pay monthly) plan with EE. I would like to get a data Sim for my iPad but using the data account on my main phone plan as it would only be used ocassionally and I also have loads of data over each month. I've spoken to EE and their deal is a bit of a rip off. You can have a 2nd line account that uses the same data allowance but still costs you at least 10-£13 a month too. Do any of the networks allow you to just have an extra Sim using the same plan but no additional cost per month?

If you had a phone contract with EE (not sim only) you could buy a share sim for your iPad at £5/m which accesses the data on the phone account. SIM only can't get this. I have a 3 PAYG data sim in my iPad which gets very little use. Just hotspot the phone!

Yes, to confirm, I have my main EE contract SIM in my iPhone and I have 2 extra SIMs for family members in their phones. (£12 per month each and they share my account so they get a share of my 10Gb per month and because I get unlimited mins/texts, so do they!)
If I had an iPad with cellular (currently WiFi only), I could have a fourth SIM for it at £5 that would also share the 10GB.
Maximum number is 5 I think.
With data SIMs you can also pay more than £5 for extra data and that gets added to the shared pool.
It's a pretty excellent system really.

Except when EE think that sim only contract customers paying £28/m are second class citizens. Vodafone competition increasing is the only way this will change.

Customer services tried and retentions tried to set up a data share SIM for me but "computer says no". Basically Olaf's marketing team have not thought of that!!
