Is this a Porting problem or another issue?

My friend was previously on Tesco Mobile, and we regularly used WhatsApp messaging to talk. We spoke on WhatsApp last Friday (6th), their 'last seen' status is showing as that day at 2pm.

Fast forward to Monday 9th, and late in the afternoon I get a text from a new number saying that my friend had not disappeared but had changed networks and they had messed it up, this was their new number. We exchanged a few messages that day and all seemed well. (Their new network was Vodafone) I tried to send them a MMS that wouldn't go through but SMS seemed to send.

After receiving no response to several messages for the rest of the week, I call them on their new number this past Friday and get the message 'the number you have dialled has not been recognised'. I dialled their old number, which rang several times before switching to a long engaged type beeping, no voicemail capabilities.

This has been happening whenever I have tried to call this weekend, and there has still been no response to any messages.

Their WhatsApp status is still showing as Last Seen: Fri 6th, however despite that number seeming to ring and be connected, any messages that I have sent through only come up with one tick, as it does not seem to have reached them.
I have sent through a 'join me on whatsapp' invite on their new number but it is not showing that they have used that number on WhatsApp yet.

Obviously this is worrying me as I have been unable to get in contact with them for over a week now. I have seen some people experiencing issues with receiving and sending calls/texts on the Vodafone support forum but obviously without an account myself I can't ask for any help, and none would be able to tell me anything anyway.

Does this seem like an issue with them trying to port over the number, or does it seem like something else? Whenever I have moved networks/changed contracts etc it has all gone smoothly. Any help or people's experience with porting would be greatly appreciated?

I've just been ported from EE to Vodafone today and whatsapp seems to be up and running as expected.. I did need to go through the who set it up again and verify with a text but was able to do a full restore and get my entire chat history back so I think if the port went successfully that's what one would expect.. Sounds like your friend needs to sort out whatever went wrong with the port and then get the apps tied to phone numbers working again.
