If a dog were to lick it's own bum/genitals and then leave it's tongue hanging out the whole time before it then licked it's owners face, and by "face" I mean right into an open mouth or maybe an eyeball, then yes, there might be some risk of infection.
But that doesn't happen does it, the dog's tongue is inside its mouth, there is fresh saliva, it licks other things and so on, and then it licks the owners skin. Now it has been said that saliva has antiseptic qualities, I don't know if that's true but dogs have been licking humans faces for thousands of years and no ones died from it yet.
I wish there was a way I could make a clever saying involving faeces and faces but I can't.
