It was early way of transporting milk in cans. The milk was boiled to remove a lot of the water (hence 'evaporated') and then canned. I suppose upon opening it was rehydrated to approximate the taste of fresh milk.
It looks a funny beige colour, and has a strange sickly taste. There's no sugar added to it though. That's condensed milk.
I suppose with evaporated milk the heat treatment prior to canning breaks down the lactose and makes it naturally sweeter than fresh milk.
