Worked fine for me in France, as far as i'm aware Android devices do not use a separate APN for tethered traffic (correct me if i'm wrong) whereas iPhone's do. This may be why it worked for me

My Nexus 5 didn't until about 4 months ago when the 3 hotspot APN showed up with the lollipop update. Having checked in the field test mode it is set to route through this for tethering traffic. Looks as though it's being rolled out to all phones slowly, but it can be done quickly with iOS because of the carrier profile system.

Ahh, damn!
I'm on KitKat still, off to France again in June - hoping there is some sort of work around.
Well, well. I have a mixture of good and bad news.
I tried tethering my iPhone 5 to my iPhone 5s but it was instantly detected and rejected as hitherto.
However -the mobile broadband SIM in my iPad IS allowing personal hotspot and tethering -I now have my iPhone 5, 5s and 4 ALL connected to it without the slightest problem.
