[Highlight] TV NEWSIE BITS[/highlight]

1. [url=]ITV testing new S2 transponder.[/url]. ITV is now testing a new transponder in DVB-S2. The frequency on 11.052 H is configured as if it was an HD mux, but is currently running test cards with the same channel structure as it had before Christmas. No info is known yet as to what ITV intend to do with the capacity.

2. ] RTE 1 HD is now available on Saorsat. It has reportedly replaced RTE1 SD, which now is found exclusively on Sky Digital. There is no known date for this channel on Sky as yet.

3. Broadcasting Authority of Ireland (BAI) abandons plans to launch four DTT commercial multiplexes on Saorview in the Republic.

1. Details about Phase 4 of BBC National DAB network – to be completed by end of 2015

2. Ofcom have now awarded the “Digital 2” national DAB licence and more

3. MuxCo have announced their latest roll-out of DAB Digital Radio multiplexes. North Yorkshire launches 17 December 2014 and Lincknshire is expected in 2015.

4. RTE Extends Longwve 252 Service but German broadcasters are closing medium wave transmitters . There will also be NO stations from Germany on Longwave after 31 December 2014.

    I should not be political because there is an election on but if we do not hear anything more about any expansion of HD before the election, then whoever forms the new gogvernment, I will contact the Culture Secretary about this issue which has been dragging on now for far too long. We were promised that the previous government were going to implement a rule that made PSBs equal status as regards HD which would have meant that Channel 5 would need to go FTA and all sister channels would have to go FTA in HD - plus ITV, C4.     I think the beeb are playing the waiting game to see exactly what the licence fee settlement brings and as a bargaining tool to justify what they ask for, can then say they'll give the viewer these extra BBC One and Two regions in HD. If they announce anything before this settlement then it seriously devalues their bargaining power in this respect. Don't forget too that any new incumbent government (or coalition of) will need to sit down and start this process from scratch - another reason the BBC have been clever here to negotiate with the new, rather than current, coalition government.

    In response to your point about Sky overpaying for the PL rights then couldn't agree more - I wonder if that's taken time to actually sink in together with what's required to pay for it!

    It provides something people will see for the extra they'll want to help make it happen. Let's not forget too that the BBC would play a massive part in promotion of HD to assist with part of the goal involving 700MHz clearance on DTT, something the Government want too. Whoever wins, or majority leads, the next parliament too might influence BBC funding but we won't know that until May!

    That's true whoever gets in will want the BBC to be able to clear 700Mhz like you say, so they should provide the money needed.
    Lets hope that starts happening within the next parliamentary year

    The BBC won't be clearing the spectrum, that will be the job of Ofcom in co-ordination with the likes of Arqiva (who will do the real work). I have to be honest though that unless the BBC decide to push forward with regionalism of HD and subsequent LCN 101 swaps then ITV and C4 certainly won't be enticed to bother. C4 haven't shown any other interest in additional HD regions and neither have ITV, apart from the four Macro ones done to satisfy the major advertisers. Why ITV haven't done an LCN swap with 103 on Sky and Freesat for those in the main four regions I'm not sure but we live in hope!

    I meant they will want the BBC to help with the clearance and work to promote certain things ect not actually do it of course!
    Yes the BBC need to push LCN swapping like pushing Virgin to do it on at least their tivo boxes.
    Also if the BBC stopped supplying SD versions of channels they have direct simulcasts in HD to Virgin, they will likely get those moved up the EPG on TiVo boxes and on other boxes virgin would have to downscale themselves or do box replacements whichever is cheaper.

    On freeview they need to push those in charge of the freeview EPG to allow the introduction of LCN swapps, by sending extra signals on BBC B mux that override the regular SD MUXs on HD channels that are a direct simulcast.

    Also if the BBC could get their current HD channel swap policy enshrined into law that the highest quality version of the right regional variation rather than just saying SD or HD ect would be sort of future compliant and would push ITV and channel 4 to do what's needed.

    As for c5 that needs the government to pass a law saying that all versions of a psb channel however its broadcast is a PSB including HD or higher and online/ip versions ect.

    Also the law does need to be changed to say that a PSB should originate in HD and all it's regional variations should be broadcast in that too at the least.

    So the ball is in the next governments court!

    You should respond to the current DCMS Consultation on the balance of payments between television platforms and PSBs which was published on 26 March and closes on 16 June.

    Personally I would be perfectly happy for the HD versions of all PSBs main channels to be available via the HD swap at 101 to 105 as I never watch the SD versions of Channel 4 or Channel 5 and only ever watch the SD versions of BBC One and ITV for local news (and only rarely). I could easily find those SD versions if wanted at those limited times - and there could be appropriate signposting as with BBC One's current red advisory on BBC One HD. It is though frustrating currently having to select 141, 102, 178, 227 and 171 for those channels.

    One solution is to require that one version of the 5 main PSBs is at 101 to 105 and the other at 201 to 205. Also, if an automatic HD swap did not apply in any case then provide the viewer with a voluntary PSB HD swap option so they can override that position. I similarly do not believe that regional advertising as the only variant between an HD and SD service (as with Channel 4 and Channel 5) should be a bar to the HD swap applying - only regional programming (and I wouldn't even allow that to get in the way personally).

    I agree with you and I would also say regarding HD sub menus that PSB channels that aren't direct simulcasts should appear as 141 BBC 1 HD, 102 BBC 2 HD, 178 ITV HD(stv HD, utv HD), 227 channel 4 HD, 105/171 channel 5 HD.
    The EPG numbers just there for reference and they appear at the top of the sub menus in their rightful order with nothing sky or any other platform that has a HD sub menu can do about it legally.

    I would agree about manual swaps for channels with regional content and mandatory swaps if only adverts are actually regional (which I agree would force channels 4 & 5 to have all hd advert regions to keep advertisers happy).

    Also force virgin and freeview to introduce HD swaps for PSB channels as mandatory with other HD channels optionally able to swap as they wish.
