It's best chance was in 1990 when Glasgow was selected instead. More recently other factors such as the potential for cultural development, new tourism etc. have been taken into account in the choice making it unlikely that cities already considered a country's capital of culture will be chosen. Hence the candidate cities for UK's next turn (which presumably won't now be taken) are Bristol, Leeds, Milton Keynes, and Dundee.
