Yes, this is probably thanks to the local council flogging telephone directories. Ultimately, the best way I've found to stop these berks from blighting my day was to get the CPR 1200 Number Capacity Nuisance Call Blocker.

Great little gizmo that blocks almost everything. Almost, because although it can be set to auto block calls that withhold numbers, this could mean that call from your doctor, etc, does not get through.
I no longer hear from random Indian computer 'experts' or slighty more plausible British 'Microsoft'' employees, but did recently have a professional arse call me up claiming to be from an unspecified 'government department' and offering free solar power installation. However, when I asked him to send out paperwork he said they didn't do that but would like to put a man on my doorstep! When I questioned this strange policy further, he just hung up.
