I'm thinking of writing a musical of Doctor who and wondered if anybody knows if Peter Capandi can sing?

Are there any musicals or anything he's starred in?

I know there's a Peter in Les Miserabs but not sure if it's Peter Capandi???

Just go ahead and write it. If Capaldi can't sing, just wait for the next one. Or the one after that. Or the one after that. Or just hire Peter Cushing instead.

But he used to be in a punk band, so I'm assuming he can't sing to save his life.

Just write a 10 second snippet, stick a fireball behind it and somehow it'll magically expand into a full length musical. Easy...
