Why didn't she use her power to end the Time War and bring the Time Lords back?

Perhaps she did?

Remember, her last words as Bad Wolf were 'The Time War ends'. So perhaps Bad Wolf Rose was manifested in The Moment and that's the real reason why it chose her image out of anyone the Doctor has ever or will one day meet?

She may have been able to see all time and space but she could only affect things that were in the same time as she was.


She brought Jack back to Life yet didn't do the same for her Father. She destroyed all the Daleks that were there at that time but not every Dalek that had ever lived.


Maybe she had the power to affect things in other times (she did scatter Bad Wolf troughout space and Time afterall) but her human mind could just not conceive of the idea that she could.

As I said do you really think she would not have brought her Father back to life if she thought she could.

Considering the time war was in the past, and the fact that she could see all of time, she knew already that at the end of the time war the current doctor along with future versions of himself saved the timelords and ended the time war themselves, so there was no reason to solve something that was already solved.

Also, she only had the power for a brief time, and in that time she wiped out an entire fleet of daleks and saved the day, brought jack back to life (near permanently), sent a message the 'bad wolf' message back in time to her previous self at various points and also sent it forward to future time's where she and the doctor would be in danger together. That's pretty impressive for a minute or so of work. What I'm trying to say is she may have had seemingly near omnipotent power, but she also only had it for a very brief time, so it's impressive that she managed what she did in the time, she couldn't solve every problem or niggle in the universe in that time.

She spread the message through time and space, so obviously range wasn't a problem. However, what she did was what was required to get her to that point, she laid the path she had already followed.

In other words, if she'd changed much else, then she would have changed the events in her own life and made it impossible for her to get to that point, making a big paradox - of the kind we're told always to avoid.

The other explanation of course, is that her puny human brain hadn't got around to working out the possibilities before it started to be consumed.

Wasn't the time war time locked (or some equally as unfathomable buzz word) so perhaps it couldn't be seen by her. I'd imagine this just falls into the 'time can be rewritten' category. Doctor Who isn't exactly at one with the idea of a pre-determined destiny.
