Forget the relative lack of signings, Arsenal have a perfectly adequate squad aside from needing cover at the back because of current injury problems. This might be a slight simplification, but Arsenal finished above the traditional title challengers last season because their squad was better, but dropped out of the title race before Leicester and Tottenham because their organisation was poorer.
Arsenal remain thrilling in possession and play better passing combinations than anyone in the league but, when attempting to regain possession. they lack an obvious game plan. Last season they didn't offer Leicester's compactness or Tottenham's pressing and when Arsenal attempt to win the ball in advanced positions, they tend to close down in ones and twos, rather than as a unit.
Granit Xhaka should improve Arsenal's ball-winning capabilities in the midfield but he needs to be the catalyst for a wider improvement. The overall level of organisation in the Premier League will improve with the introduction of Pep Guardiola and Antonio Conte, meaning Arsene Wenger must adjust Arsenal's approach."

I think this is what Gazidis meant when he said we must improve internally within the club than just simply sign players.
