It seemed to show that Brendan still had feelings for Steven, but it really seemed to show that Steven had moved on with his life. I've never known for sure. I'm 50/50 over whether Stug was meant to be a long term thing and Ste and Brendan were meant to be over for good, or whether they were always just a plot device.
Stug were promoted so much on twitter (it was nauseating), but then again it's hard to imagine what they would have done with Brendan if they had no plan to pursue Stendan. I know there were/are Brendan fans who dislike Stendan or couldn't care less if they were together, but I still think it's difficult to imagine him simply doing dodgy deals for a year before his exit, and it's impossible to think that he'd have moved on to another man and found love.
I think possibly Emma Smithwick, the executive producer at the time, did plan for them to be together at some point. But maybe they brought forward the reunion when they realised that Stendan fans weren't going anywhere, and that we weren't simply going to fall in love with Stug. Plus I think Emmett desperately wanted Brendan to evolve, much as I'm sure he also loved the bad ass stuff (which luckily he still got plenty of even when Stendan became a couple.) And Kieron, much as he adored working with PJ, seemed to me to always want that Stendan boyfriend fantasy
