I'll stick my neck out here and predict that with the series theme title 'TimeBomb', the idea of time travel may be employed.
So housemates who have been evicted earlier could well be brought back from the past and be back in the game later in the series. Which might suggest that we really haven't seen the last of Simon, just like he said.

I don't think they could go back on the actual evictions to be fair, remember the fuss when Nikki came back? So if they do rewind then it'd have to be someone like Simon who was evicted by a means other than paid vote.

They certainly can with Simon. Because the public did not vote to evict him.
