Has it been specified how Jack's immunity passes work yet?
Does he have to play the immunity card BEFORE nominations, e.g. if he knows he's not had a good week? Or can he play the card after nomination results are announced?
If it's the former, he could potentially waste a pass in a week when he would not have got enough nominations to be up.
If it's the latter, then surely the obvious tactic is for everyone to nominate him for the first three weeks so he has to use up the three passes as soon as possible? But then again, if he's up in the first week with several others, he could risk foregoing the immunity to gauge his popularity with the public. (But that also runs the risk of the public perceiving him as arrogant for believing that he's not in danger of eviction).
This is potentially one of the more interesting nomination twists - if they implement it correctly!
