It was someone talking to Charley (Emily? Maybe?) - I remember thinking she was really nice and that the decision was very harsh. It was said in an 'aren't I cool, can I be your friend' kind of a way; Charley was shocked but laughed at her.

It was ziggy. He was singing the lyrics to some 50 cent song and accidently said the n word.

He got let off because the context was slightly different.

It wasn't harsh whatsoever. Charley didn't laugh, it was Nicky who laughed nervously and then said "I can't believe you said that." Charley covered her mouth and and told her she'd get in trouble (Emily replied, "Don't make a big deal out of it, then! I was joking.")

She was a horribly ignorant girl.
