I don't think it will ever happen. Enough people are signing up for their existing tariffs to continue to grow their subscription figures, and even their social network has people saying how wonderful and fast their 500MB / 1GB / 5GB is, and how happy they are. For a business, it would make no sense to give away more resources or lower the prices for those resources when the majority are happy with what they are already offered / getting and new customers are still flocking to them.
They removed their double data promotion a few months ago and there doesn't even seem to be any move to repeat it, and why would they when customers are subscribing to 5GB for £27.99 a month, regardless of the fact that five months ago, they would have got 10GB for exactly the same price, during the promotion. Its only an assumption but I suspect EE have possibly found that they still get a similar number of new customers signing for £27.99 / 5GB as they did for £27.99 / 10GB

if numbers had dropped significantly, I guess the promotion would have been extended or reintroduced, but it hasn't.
In respect of Mobile Broadband, then what competition have they got?, especially now that Three no longer offer unlimited tethering. Non that I can see, other than ID Network, but even 20GB isn't that much competition in real terms, and I suspect that will only be a short term promotion.
The best that we can hope for is that their desire to boast about how fast and reliable their network is, leads them to continue to offer these 100GB x 2 promotions a couple of times a year.
