I would not mind to do software switch of SIMs for data as long as they would both work simultaneously for voice.Do they? With my current phone I can switch which slot is 3G but the other slot becomes 2G. When one of the SIMs is Three and I want to use the other for data then it turns Three off completely.
I tested mine last night with a Three SIM in slot 1 and a Giffgaff SIM in slot 2 - only one slot can be used for data at once and it's selected in the settings, but it will make/send and receive calls and texts on both SIM's at the same time. It's only my back-up phone, so I used my main EE mobile to call each number individually without changing anything on the phone and it worked, and I sent a text to each number at the same time and it arrived on both SIM's at the same time (I have the £69 phone).

Edit: just double checked regarding your last sentence - if I select Giffgaff as the data SIM then the Three one does turn off, it only stays on with Three selected as Data, but thtas because Three don't have 2G capability I'd have thought and another SIM from a compabny that does might well work - its ok for me as no 3G Giffgaff where I am anyway.

Hmm, that behaviour suggests to me that when you set Giffgaf to 3G the other SIM slot is capable only 2G and that is why Three SIm is turned off. It appears to do the same as on my Samsung Duos , except that my phone is only 3G.

I think both slots are 3G (4G actually) but only in one at a time.

That's how it works on my Galaxy S6 Duos, both slots can do 2G, 3G and 4G, but the slot not set for data is 2G only.

I use a Sony Xperia Z3 Dual as I am in a bit of a dead spot at work for networks that don't yet utilise 800/900MHz

SIM1 is the primary and will use 2G/3G/LTE on EE
SIM2 is secondary and will use 2G only with Vodafone

I have setup forwarding rules, so that:
1. When EE is unavailable (no signal), calls are forwarded to VF
2. If EE is available but I don't answer > forward to Hullomail
3. If EE is unavailable (no signal), calls are forwarded to VF > If that is unavailable as well > forward to Hullomail
4. If forwarded to VF and I don't answer > forward to Hullomail

All works very well
