Yep she is just an obnoxious loudmouth who plays the "normal working class gal" angle. She also thinks men can't say shut up to her while she has multiple times told guys to shut up in there. Then to top it off she listens in on an interesting conversation between Aaron/Eileen and still gets it all wrong and makes a big deal out of nothing, she is just an irritating loud busybody.

Harriet reminds me a bit of Marcus from BB10, both in voice and appearance. Give her some comedy mutton chops to complete the look.
