I wouldn't put it past them
Turning the entire series into a bizarre Truman Show style mockery of Jack would be the only thing that could save BB16 at this point.

Maybe they are all up so asked Jack if he wanted to use his immunity (just to get another immunity off him) but told him it was just the other half so it's a surprise to him as well when 2 go to the secret room maybe 1 from each group, blah blah could be anything really couldn't it

I actually love this twist-even though it could be argued it's over-engineered. We get rid of lots of dead wood from the house and keep the characters (who are naturally nominated every time due to their polarising personalities). Well done BB, this could well give the series longevity.

If they've put the numbers up and told people to vote for evict, that's it.
There is no 'think again'. There is no 'evict' into a secret house (That's called 'moving', not 'evicting'). You have to be clear and upfront with the voters about what they're voting for.

So I'd say it's four new housemates.
Which should be quite fun. As I presume it will be supposed to foster hostility from the original housemates who've just lost four of their 'friends' only for four intruders to take their place.
