I think it not only smacks of utter desperation, but utter incompetence.
I agree that BB has had some big problems with casting (lack of diversity etc). However, to my mind one of the biggest failings of the show is the constant meddling and interference by the producers: diary room discussions being played to the group; nominations being played to the group or undertaken face-to-face; tasks that involve the communication of public perceptions of housemates; tasks designed simply to cause fights; bizarre twists involving free passes to the final; etc etc.
And in response to these issues, the producers decide to … interfere at a hitherto unknown scale!
The producers don't seem to understand that drama, tension and interest doesn't just come from fighting between the HMs. And they don't seem to understand that if the public don't feel they have some control over the direction of the series (through the nominations process), they will give up on the show and/or stop voting.
There may be issues with this year's cast, but it's really hard to make that assessment when the show is being executed in such a ham-fisted way. There's no point changing the characters if the scripts remain the same.
