My I pad always used to ping even when not being used to advise me an e-mail had arrived, now I have to tap on the e mail icon and wait about a minute for all the e-mails to show any advise please on how to get the signal back

I had the same problem as you a few months ago, it seemed to coincide with an iOS update, I tried all sorts to solve it, in the end I bit the bullet and did a factory reset and that sorted it, mine is an iPad Air 2, I hope that helps you.

In "Settings" go to "Mail, Contacts. Calendars" tap on "Fetch New Data". What setting is ticked for "Fetch"? If it's set to Manual that will give what you describe in the OP where messages only appear when you open the Mail app.

Then check under "Settings" - "Sounds" - "New Mail" to make sure a sound has been assigned.

But what does it say for Fetch in the Fetch New Data settings page? If that is set to manual then you may get exactly what you describe in the OP. If Push e-mail does not work for some reason then the iPad will use the Fetch setting as a sort of back-up to retrieve messages.

So if you have it set to Push and Manual under Fetch and Push is not working then the iPad will only ever retrieve messages when you explicitly run the Mail app. You won't get any background retrieval of messages and hence no notification sound. In simple terms the iPad isn't telling you about new messages because it doesn't know there are any.

Also if you're using gmail for email it no longer supports push email. You have to manually retrieve it regardless of settings. The workaround is to use the gmail app and accept notifications when you get email.

Then it should be retrieving e-mails one way or another. You could try turning Push off and keeping Fetch at Every 15mins. Then send yourself an e-mail from another account and see if that produces a notification sound.

You will have to wait up to 15mins for the iPad to download the message but if it doesn't make a sound after say 30mins then something is not working. Not sure what though as it should use the same details to log onto your mail service as retrieving manually when the Mail App is used. So if that works so should Fetch.
