This is why Three's implementation is bollocks.
That is exactly what happens on EE in a borderline 3G area.
It hops between unusable 3G, 2G or nothing.
Three could totally transform the network by having working SRVCC AND reverse SRVCC with a decent threshold.
This would result in calls handing over smoothly in both directions.
Also as japaul says they could set an idle threshold too.
He's probably right when he says that they aren't doing that as it would result in too many devices on 800 and they don't want that as they have no capacity.
