It's a major source of frustration for me. In Italy a couple years ago I foolishly relied on ThreeUK only and their roaming. Remote desktop to my servers (uses approx 50MB per hour) was unusable. I had to buy a local SIM on Three Italy (same network I was roaming on) to get normal speeds. On subsequent trips I've used certain VPNs and found reasonable speeds too.
It's very disappointing they aren't honest about this. I don't mind paying for what I need, but I don't want to buy one thing and get another. I suspect that they cannot afford to offer unlimited data abroad without these tricks. I'd rather they used EE's method of declaring what you get so you can choose fairly between operators.
It's not unlimited if it simply won't serve your purposes. It's just rubbish and disappointing.
It's like the bad old days of not being given the information to be able to choose the right product. This is certainly not "making it right" in my book.
