My mate is on Orange and the signal is crap in her house.

Is there an app that lets her connect to her WIFi router and make calls like Three's App?

Nope, EE only offer WiFi calling for select phones (iPhone 5c/6/6 Plus, SGS6 as an example). So you'd need a phone that has support for network level WiFi calling built in. Or try and get a signal box.

*IF* the phone is an Orange branded BlackBerry it should be possible to use Orange UMA which is effectively Wi-Fi calling if not then no.
