It's because you've seen it so often it has become the norm. Men can be topless whenever they want, even on the street in public without prudish shrieking and hysteria. Ironically it is those who demand that women's breast be 'taboo' are the ones creating all the interest and fetishisation. It would be the same if women weren't allowed to show their ankles, elbows or belly button. Some people just can't see past blatant social conditioning
