Yes, Pam placed Donna with Claudette when she was still a child so that must be about 20 years ago. It seems that they met through work (Pam was a Social worker, Claudette a foster Parent) and they became friends as often happens with colleagues. Not unreasonable to think that Pam's family, including Grandchild met her socially after they'd become friends.
