Depends on your playstyle.
I've got perks that give me rare materials from weapons and help me mod stuff better, so I needed a place to put all the crap I needed for that. Not sure if raiders can nick the contents of your drawers, but apparently, they can nick your power armour!
DIdn't plan on building a lot, just started on that red rocket truck stop and got a bit carried away! Before I knew it, I had settlers turning up all over the place, have 15 here, so had to sort out water, food, beds etc... it's unrecognisable now, it's like a fortress with turrets, guard stations, three big buildings all crammed in, that go up to that bridge on top with more turrets, and then a small farm.
Then I got to sanctuary and realised I didn't have any of my stuff, which was really annoying, and the only way I could get it was to either carry it all manually to every new settlement, or set up supply lines, so then I sort of built up Sanctuary too

Now I've got supply lines going all over the wasteland, so I have my equipment at every settlement I find.
Also, there is some settlement building in the missions, so if you know what you're doing, those missions are a bit easier and more satisfying.
