I'd say it's pretty accurate. It's not often I think, 'Where's that time come from?'

Which is, as far as I'm concerned, almost completely fails to answer the question.
It doesn't explain why you can take a follower from somewhere but not be able to park them back there when you've finished with them OR why the game sometimes won't let you set up supply routes between certain settlements.
I've really gone to a lot of effort with Sanctuary Hills during this playthrough so it's rather annoying that I can't park any of my followers there.”

I did think it was to do with how many people were at each settlement at first. But I can have at least 22 people at each settlement and some places don't have anywhere near that and I still can't send people to them.
