The difference is the difference between the American attitude to things and ours.

In America you have the fabled 'American Dream' which basically say that you CAN BE anything you want, but you have to put the effort in and strive to always be the very best at whatever you do. So if they find they have a natural talent, skill, leaning or just interest in something, they will practice and practice until it is perfected as second best is not good enough: Be second best in America and someone else will come along and take your job or act. And remember there you have to pay for healthcare and welfare is virtually non-existent. So you have to try to be the best in everything as everyone else is as well and you don't want to be left behind. (So that is both good and very bad at the same time - A culture of doing your best is good, but it also means that being cut-throat and out-doing others to save yourself is all seen as normal in America) So turning up with an act where you set light to your farts, just isn't going to cut it. Everyone else can do that so what are you going to do to be better than everyone else?
Here it is entirely different: A lot of acts want to be the best and even demand to be but are not interested in putting in the required work or have zero basic skill or talent in the act they want to do. It really is the thinking they are just entitled to fame and fortune and don't see why they should put any work in that. We have seen the numerous singers that have turned up to all the types of shows and they basically just can't sing. The worst part after being told that they just can't sing they plead to be put through and not get the connection with being put through and being reasonable. They can't sing or do whatever their act is but still feel that they are first entitled to go on the live shows and win it. That is why the standard of our show is so low.
Add to this that the producers are only interested in making a show and really don't care about the acts at all. So if your act is controversial or makes you look you have a metal condition that can be laughed at, then you are more likely to go further - Yes, here we reward stupidity instead of rewarding talent and skill.
Look how seriously bad The X Factor has become. The live shows are full of people who at best can only just about sing and are often flat all through the song. Whilst out in the real world, there are people in pubs and club who could blow anyone off the X Factor live stage. So the programme isn't looking for anyone with the X Factor, the whole show is looking for someone young and sexy that they can make a pop star out of. They know that their singing can be fixed in the studio so the quality of singing in a singing contest no longer matters. So it all boils down to looks and attitude. That is what is praised in this country over actual talent.
As for the idea that the act above is 'too good' that is thinking as someone from the UK as it's not the American attitude. In America you can't be too good. They are all trying to be the best they can and the one who is, is rewarded for being so. It's the American way. Say to the Americans that this act was too good and you would not be comprehended. It would not compute in their brains. They would ask you "So, what exactly the point in trying to being less than perfect?".
