I'm not sure that she thinks that Jane and Ian would be bad parents per se (though I'd say they are), I think she just can't stand of being around Beth having given her up. She needs no contact at all which I find completely understandable.
Cindy was a brat when she first arrived but I don't think she is being one now over Beth. Being around her but not being her mother is a disaster waiting to happen for all of them, for Beth who might well find it confusing as she grows up, for Cindy who shouldn't have to see her child at all if she has given her up, for Jane who might feel jealous and rejected if in years to come Cindy and Beth bond and get close and for Ian who I'm sure does see her as some kind of Lucy replacement deep down.
I was always borderline about Ian re his parenting skills. I thought he made mistakes but did love his kids more than anything else and tried his best. But the way he has handled Bobby since the reveal and the quite callous way he is disregarding Cindy's concerns now has put him firmly in the 'bad' category for me now. I won't even start on Jane's almost pathological need to keep herself and Bobby safe from punishment for Lucy's death and I also always wondered how Peter, Lucy and especially Bobby felt about her need to have her 'own' baby via adoption. Strikes me it must leave them feeling they weren't 'good enough' for her.
