Photography of certain subject matter is restricted in the United Kingdom. In particular, the Protection of Children Act 1978 restricts making or possessing pornography of under-18s, or what looks like pornography of under-18s. However, the taking of photographs of children and general members of the public, in public spaces is not illegal.

Yeah, all those long words and sentences do my noggin in.
I think that attitudes have change in the last few years and people have been more uneasily when men look at much younger women, than in the 70s and 80s. Which I think it is good thing and needs to continue improve.

However men will always look at younger women, it is sub-conscious and hard-wired in their DNA to do so. What has changed is the way society views such a sub-conscious aspect of human nature.
