There was a photographer on BBC Breakfast time this morning talking about the infamous drunken Manchester photo. They asked him about people's right to complain about their picture being taken, and apparently, the law says that if you are out in a public place you are fair game.

That's correct. So if Caroline Flack gets her boobs out on a public beach (or lets one of her boobs slip from beyond her bikini/towel - as was the case here), then anyone is free to take a photo of her. But if she did the same on private grounds then the photo would be a breach of privacy. I think the exact law differs from country to country though.

Not sure about the right to privacy on private grounds. When the press were harassing Princess Diana, one TV programme put a photographer on a cherry picker outside the windows of a first floor flat where a newspaper editor lived. I am sure the police said that nothing to do with them. I think an injunction might be needed before there could be a breach of privacy.
