If he were genuinely sorry he wouldn't keep doing it again and again. And again!
I feel he was sorry and reckon he will lay off the ott comments and just continue being a WUM hopefully.
There's no malice whatsoever in his comments. He made an honest mistake. He was trying to cheer Sam up by making a joke but it came out wrong. The man has now apologised so it's time for everyone to accept it and move on.

Yep. I've noticed this too.

Yes, the exceptionally repetitive nature of it could explain why he's liked by some FMs. You need something in common.
