It's available as a beta for developers only. I wouldn't even consider looking at it until it's released.

I am running the beta on my 4S. It's not great at the moment, very laggy, but that's to be expected as it is a very early release.

I'm not overly bothered as it isn't my main phone

I'm a developer and I've used early betas in the past. I wouldn't recommend them - they tend to be slow, chew battery and crash periodically.

Actually you can get it direct from Apple and is open to anyone who has a valid Apple ID

Im running it on my spare iPad Air 1, love the new features, but as expected with a beta it aint polished and its very buggy. Should be really good for iPads when its finally finished.

Not clear how often the iPad progresses to a new one.

Yes, there will likely be a new iPad this year. Most Apple products are on an annual upgrade cycle.

The new iPads and iPhones will launch with iOS 9. All those devices I listed will receive a free upgrade to iOS 9.

The low power mode likely turns off Wifi and BT and maybe even most service data.

The developers forums have not suggested either WiFi or BT are switched off.

They seem to imply that the savings are mostly made when the phone is not in use by stopping background updates, push email, screen timeouts. Pretty much the same as some android phones.

Also, Apple tracks every Wifi router/Hotspot you pass so I assume the tracking feature will be off thus consuming less data again.

I expect so. There cannot be much advantage in tracking a wifi router. They never move.
