Can you choose? I though 32 bit / 64 bit was fixed depending on previous install? Would it be practical / possible to install 64 bit Windows 10 over a 32 bit Windows 7 based around a 32 bit processor?”
64 bit processor can run 32 or 64 bit Windows
32 bit processor can run 32 bit Windows only

To get W10 Free, now or in the coming 12 months, you can only
upgrade. eg Home to Home. 32 to 32. 64 to 64
Your machine(s) details are logged on MS servers as having done so and thereby qualifying you for that free edition W10 for the life of the machine.
If you have a 64 bit processor, 32 or 64 is allowed after the upgrade has completed, and you check that Activation was successful.
You can make 32 or 64 clean installs whenever you want (or Repair Installs/In-place Upgrades)
Only Clean Installs are possible, not Upgrades, to go from 32-64 or 64-32
License keys are no longer required after a successful upgrade to W10.
