They don't have to do deal with internet complaints, actually, because as you agreed, they don't need to follow the same rules. Usually a disclaimer is enough to cover any online content.
Complaints about the TV show directed to Channel 5 & not ofcom, would be dealt with by their complaints department, which is there is for a reason. People are paid to deal with complaints - it's not a reason for not broadcasting something.
Complaints directed at Ofcom usually brings free advertising with the press surrounding the complaints (especially with the length of time it takes to investigate the incidents, the results are often out around the start of a new season in BB/CBB's case). In the instance that a fine is issued, it's usually a minuscule amount compared to the amount of coverage the complaints/results have gained.
It's win/win, reality TV thrives on controversy. So the complaints thing is a non-issue and just another excuse (with no factual evidence to back it up) as to why they don't have a live feed, when the simple fact is that they are choosing not to have one.
