Why do you think that?

I've used many Galaxy Notes and other similar sized handsets (including a Three UK Galaxy Mega) with a 3 PAYG sim without issue.

I was looking at a cheap Chinese phone the other day (LANDVO L200S) as I have bricked my current one and in the reviews for it on Amerzon, someone posted:

And that is only a 5" phone. So I imaged that something like a Note X would be seen as a phablet by Three and not allowed on PAYG ???

So it really depends on what you read and who to believe - The phone I bricked had a 5" screen and I used that with no problems on Three PAYG, so I really don't know.

Partly, I also thinks it is they are being made by lesser know mobile manufacturers (who make the phones more cheaply in a hope that you will buy them).

It's far more likely to be because even by Chinese standards it's a 'no name' phone so Three don't have any idea what it is and just restrict it.

I'm sure most people who work for Three have at least heard of a Samsung Galaxy Note...

That's all very true. I wonder if someone complained to Three, if Three would spend 15 seconds Googling it, seeing that it's just a phone and updating their list?

I was actually going to make a comment about contacting Three and suggesting asking them to consider the handset as a mobile phone device to fix the problem, then I realised how ridiculous the suggestion was, so didn't .
