I would expect so, yes. Also I expect he has a resting pulse of 90+ bpm. He should try some simple cardiovascular exercise such as plenty of routine brisk walking. It would really help his heart without putting it under too much stress.
It's a misconception high blood pressure doesn't cause red flushed face. Anxiety/stress can cause the red face reaction in some people though. And other thing's.

Highest blood pressure reading I ever took on someone was a skinny blond and pale skinned librarian (no kidding) which was off the roof (and she was on beta blockers).

It's sun burn. People make far too big an issue of Jack's weight on here. I think he is often judged because of that. It's the same on BBBOTS. The fat gags are getting tiresome.

I thought you were talking about me for a moment there, until I came to the librarian bit. 3 weeks ago the nurse told me mine was 190/90 Google doesn't even entertain that number! I'm banking on the BP equipment being faulty.

90 isn't so bad. On the high side not terrible though.
190 though is getting towards very high..

He is regularly judged for his weight. I expect there's a lot of projection going on.

Obesity is an issue. It is going to bankrupt the NHS.
